Resident disappointed

Dear Sir, - Once more I am writing to you on behalf of the old people's home at Drumhaw. We are disappointed that this ban has not been lifted to let any more residents come here.

Where do the government expect the old people in rural isolated areas to go? Will they have to remain in their homes?
