A man who had his driving licence revoked due to a risk of reoffending was caught driving by police, a court has heard.

It was heard at Enniskillen Magistrates Court on Monday how police stopped a Volkswagen Passat on Manoo Road, Kesh at around 6.30pm on June 9.

When they asked the driver, Michael Thomas Joseph Quinn (58), of Villa Terrace, Ederney, for his driving licence and insurance, he informed them he did not hold a driving licence.

The court heard his driving licence had been revoked due to a risk of reoffending.

He was arrested for having no licence or insurance, and made full admissions during a notebook interview.

John Fox, a solicitor for Quinn, pointed out to the court his client had "stayed out of trouble" for nine years since his last entry on his criminal record.

He said Quinn had tried on two occasions to apply for a provisional licence but had been refused due to results from blood tests.

However, he added, Quinn was adamant he had not consumed alcohol in 18 months. Mr. Fox said this was a barrier to Quinn perfecting his situation to get back on the road.

He asked the court for credit for Quinn's co-operation with the police and his attempts to get legalised.

Mr. Fox added that at the time Quinn was stopped he was doing messages for his father, and he did not have to be on the road.

District Judge Steven Keown gave Quinn credit for his early plea, but pointed out that despite making genuine attempts to get back on the road, when these failed he got back on the road anyway.

Quinn was handed a 12-month driving ban and £400 in fines for having no licence or insurance.
